The transition to clean energy should charge up local communities – not just local vehicles.

Electric Vehicle Charging Hub

We have partnered with the Strathleven Foundation on this project. Our vision aligns firmly with that of the Foundation, and we are determined that the EV hub will be a great asset both for local residents and visitors.

Now approved, this flagship hub will include ultra-fast, low-cost EV charging powered entirely by 100% clean, renewable energy paired with flexible office space and high-quality commercial amenities for the community.

The location of the forecourt will provide convenient access for the area’s private and business users, which will include 18 charging bays plus local retail offerings and meeting rooms.

The Planning Process

We are delighted to announce that we have received approval for our EV charging and business hub at Lomondgate.

The application was submitted to the West Dunbartonshire Council, for permission to build an EV charging hub with 18 charging bays, which will supply low-cost, ultra-rapid charging from 100% renewable energy, alongside business-focused office meeting spaces and a local retail outlet.

Site activity works have been undertaken by Kiloh Associates. The works involved limited drilling and trial pitting at specific locations across the site to better understand the ground conditions and analyse ground material from the borrow pit locations to allow the ground material that is already on the site to be re-purposed during the EV hub construction.

FAQs

Lomondgate Charging Station

What is the location of the new charging station and why was this site chosen?

Lomondgate is situated in a great location for electric vehicle (EV) users in West Dumbartonshire. It sits between Glasgow and Loch Lomond & The Trossachs National Park at the gateway to the Scottish Highlands. The site is just off the A82 outside of Dumbarton before turning into the A813. Directions to the site can be found here.

At the Lomondgate site, Greenwheel Electric Ltd plans to offer ultra-rapid charging and HGV charging bays. We are at the early stage of engaging with contractors and gathering feedback but we aim to have ultra-rapid chargers across approximately 15 charging bays.

The site will offer ultra-rapid EV charging, providing high-end, reliable and fast DC charging for both passenger cars as well as heavy and light goods vehicles. We are currently at the early stages and will know exact charging times in the coming months once an EV charging supplier has been confirmed. However, in the time it takes to get a coffee, Greenwheel EV-chargers have the capacity to provide over 100 miles of driving range, providing fast and refreshing re-charge whilst supporting local business through on-site retail facilities.

Yes, the EV chargers will be accessible 24/7. The office space and commercial amenities plan to be open during usual working hours. We’re still in the early stages, but we’ll share specific opening times closer to the opening date. Greenwheel Electric’s aim is to ensure the site is well-lit, creating a safe charging environment at any time of day or night. Good lighting and safe locations are important for all to improve sense of safety at charging stations.

The Lomondgate site plans to provide office meeting spaces for regional businesses to link up. We are also aiming for the site to have multiple shops selling local products. The site will also offer necessities such as accessible toilets and Wi-Fi as well as an outdoor green space with a play area and seating. The development is in the early stages of the planning process and our ambition is to work collaboratively with local people, community councils and groups, local authorities and elected representatives to hear directly from those near to the site what they would like to see in the local area and to reflect these needs as much as possible in the final design of the site.
West Dunbartonshire Council is committed to protecting and improving the environment. As part of this commitment West Dunbartonshire Council will act to reduce its impact on the environment through concerted effort to reduce carbon emissions. For this, the Council is committed to expand EV infrastructure across the council estate in line with the Scottish Government ambition to move to zero emission domestic transport. The EV charging hub at Lomondgate actively contributes to the council’s and wider national climate change goals of reducing emissions in the transport sector. We have also worked closely with the Strathleven Foundation CIC on an aligned vision to create one of Scotland’s most sustainable service facilities and retail parks at Lomondgate.

During the development Greenwheel Electric actively considers key environmental factors:

  • Biodiversity: we ensure that environmental and ecological aspects are centered in our decision-making. We have undertaken ecological and habitat suitability surveys to be able to create biodiversity net gain areas as part of the final design. The design involves a planned green space which will grow native species to attract various animal and insect species.
  • Flood Risk and Drainage: The site has a low probability of flooding; however, we are undertaking an assessment on flood risk and drainage strategy. We are currently awaiting results of sequential testing, and we will provide further details to a later stage.
  • Ground Investigations: We have undertaken ground investigations which are an essential assessment to understand the ground condition and determine any risks and minimise impact.
  • Transport: The road access and traffic management are designed by an independent specialist to ensure efficient traffic at – and around – the EV-hub.

Offering high-end EV charging at a low cost has the ability to increase EV adoption, perfectly linking national goals of providing necessary EV infrastructure. In alignment with sustainability goals from West Dumbartonshire council, the EV hub is intended to inspire – and encourage – people to see EVs in a different light.

Given the location of Lomondgate, which is situated between Glasgow and Loch Lomond & The Trossachs National Park, the site will not only attract tourism to the area, but will also allow regional businesses to meet at the provided office space.

Together with Strathleven Foundation CIC, Greenwheel Electric Ltd aims to encourage more community integration. We will be holding a local drop in event at the end of August for community members to view plans and give their say on our proposals. We look forward to hearing from local business and community members during the consultation process.

We are looking forward to collaborating and working with local businesses, makers and producers to support the local economy and showcase products the region has to offer.

As we are in the early stages of planning, more details will be added at a later development stage.

EVs

Why EVs?

The EV infrastructure plays a crucial role in decarbonising the transport sector of the UK and Scotland. The transition from petrol and diesel to EV helps meet UK’s climate change obligations and improve air quality. The UK aims to phase out petrol and diesel car sales by 2030, while Scotland has a 2032 target, accelerating the need for a robust charging network and grid capacity. As of summer 2025, EVs make up 4.6% of all vehicles on the road in the UK. Newly registered EV cars registered in the UK have taken up 21.6% of the market share so far in 2025. This represents a threefold increase since 2021, and the numbers are expected to continue rising in the coming years.

The domestic transport sector is the largest emitting sector of the UK, with a 29% share of territorial greenhouse gas emissions (2023). The UK has set climate change targets to decarbonise the transport sector in which EV infrastructure takes an essential part in. The EV hub offers great support in improving the EV charging network and encouraging the uptake of EV cars on the road.

One of the key advantages of electric vehicles (EVs) is their significant potential to cut greenhouse gas emissions. Unlike petrol and diesel cars, EVs produce no tailpipe emissions, which means they don’t emit any CO2 directly into the air. This leads to much cleaner air and healthier streets for everyone.

To give some context, conventional petrol cars release around 165 grams of CO2 per kilometer, while diesel vehicles emit about 170 grams per kilometer. By comparison, EVs generate an average of just 50 grams of CO2 per kilometer when accounting for the electricity used.

Zero emissions is the result. None at the site, none at the vehicle, none at generation of electricity.

Both the UK Government and Scottish Government are taking steps to support the increased demand for electric vehicles, including investing in charging infrastructure and encouraging EV adoption. The UK aims to phase out petrol and diesel car sales by 2030, while Scotland has a 2032 target, accelerating the need for a robust charging network and grid capacity.

Most recently the UK Office for Zero Emissions Vehicles (OZEV) demonstrated their strong commitment by announcing £63 million of government spending allocated to EV infrastructure.

Electric vehicles can be a practical and beneficial choice for many rural residents, despite factors such as longer travel distances and less readily available charging infrastructure compared to urban areas.
The electricity needed to power the site and charge the vehicles will come entirely from clean energy sources. This will be achieved through a combination of on-site renewable energy generation and additional green electricity supplied through the grid by a certified green energy provider.

Greenwheel Electric

What are Greenwheel Electric's plans for expanding its charging network in the coming years?

We are thrilled to be able to open our first site in 2026-2027 and have plans to expand our charging network in the coming years.

We aim to play a key role in the UK’s transition to electric mobility by developing a network of EV charging hubs powered entirely by renewable energy. By integrating ultra-fast, high-end, cost-effective charging with power sourced directly from wind and solar, we hope to help decarbonise transport while making EV charging more accessible across both urban and rural areas. We believe part of the decarbonising strategy is to enhance the user experience through partnerships with local businesses, creating community-focused charging destinations.
